What needed correcting
The earlier method combined incomplete collection with weak proxy signals. A missing observation could become a zero; a vendor name or ordinary website widget could contribute to a score. Changes in collection or a moving lookback window could look like changes in a business. The record does not establish that low-scoring companies are inactive, secretive or falling behind.

How the replacement should earn a ranking
Each included claim needs an identified business, a source, a date, a defined scope and a reviewable observation. Collection coverage must be shown separately from the result. A comparison needs a consistent method and observation window. Missing evidence stays unknown, and a crawler rule or keyword is not proof of deployment.
